We will establish a nearby and vanishing cycle formalism for the arithmetic $mathscrD$-module theory following Beilinson’s philosophy. As an application, we define smooth objects in the framework of arithmetic $mathscrD$-modules whose category is equivalent to the category of overconvergent isocrystals.
